ГОСУДАРСТВЕННЫЕ РАСХОДЫ КАК ВАЖНЕЙШИЙ ИНСТРУМЕНТ ГОСУДАРСТВЕННОЙ ЭКОНОМИЧЕСКОЙ ПОЛИТИКИ В XX—XXI ВВ.

Аннотация

Актуальность темы. На протяжении XX в.- начала XXI в. развитые страны широко используют макроэкономические инструменты, чтобы укрепить свое господство в мире и повлиять на баланс сил на международной арене. Среди этих инструментов государственные расходы зарекомендовали себя как важнейший инструмент, способный стимулировать экономический рост, обеспечить суверенное экономическое развитие, оказывая при этом значительное давление на конкурирующие экономики. В условиях сложившейся геополитической напряженности кейнсианский подход приобрел все большую популярность в экономических стратегиях ведущих стран мира. Китай, Соединенные Штаты Америки, Европейский Союз, Россия проводят масштабную макроэкономическую политику стимулирования, основанную на кейнсианской теории, центральным элементом которой выступают государственные расходы. Цель — обоснование роли государственных расходов как важнейшего фактора динамичного социально-экономического развития национальной экономики в современных условиях. Методология. Исследование выполнено на основе системного подхода к изучению многоуровневых социально-экономических систем. В процессе разработки проблематики исследования автором реализован общенаучный (диалектический) метод познания, использовались исторический, сравнительный, институциональный анализ, методы научной абстракции, индукции и дедукции, табличные и графические формы интерпретации рассматриваемых процессов и явлений. Для выявления стратегических направлений развития национальных экономик был осуществлен контент-анализ текста речей китайского и российского руководства. Результаты и выводы. Исследована практика применения государственных расходов ведущими мировыми державами. Проиллюстрировано, что США находятся в авангарде использования кейнсианского мультипликатора в качестве геоэкономического инструмента. После кризиса 2008 г., во время пандемии COVID-19, правительство США реализовало масштабные программы стимулирования национальной экономики на сумму почти 1900 млрд долл. Государственные расходы активно используются в качестве инструмента макроэкономической политики и руководством Китая, которое таким образом стремится обеспечить себе технологическое лидерство и изменить мировой экономический баланс в своих интересах. В современных условиях усиливающейся межстрановой конкуренции кейнсианский мультипликатор государственных расходов играет важнейшую роль, определяя соотношение сил в глобальном масштабе. Последнее обусловливает целесообразность увеличения в Российской Федерации государственных расходов, которые должны быть направлены на стимулирование национальной экономики и ее технологическое развитие. Область применения: макроэкономическая политика, государственное регулирование экономики.
