ОПРЕДЕЛЕНИЕ ОСНОВНЫХ НАПРАВЛЕНИЙ СОЦИАЛЬНО-ЭКОНОМИЧЕСКОГО РАЗВИТИЯ КОСТРОМСКОЙ ОБЛАСТИ НА ОСНОВЕ ИСПОЛЬЗОВАНИЯ МОДЕЛИ НЕКОММЕРЧЕСКОЙ КОНЦЕССИИ

Abstract

Noncommercial concession is the perspective instrument of regional social and economic development. In this article on the example of the Kostroma region purposes of such development, for the next strategic period, are defined. The specified purposes and tasks are relevant for the majority of regions of the Russian Federation, but their use demands accounting of resource potential and the current structure of productive and economic complexes. Noncom- mercial concession as the tool providing closer interaction of subfederal and local governments allows to achieve goals and objectives more effectively. The maintenance of the presented purposes is shown, but there is a need of their fixing in strategic documents of the region and municipali- ties. Results of the conducted research can be used for acceleration of development of territorial subjects of the Russian Federation, but an obligatory stage of their use is adaptation to the current conditions which is carried out by staff of governments with involvement of scientists and representatives of public associations.
