Relevance. Single-industry municipalities (single-industry towns) face serious economic challenges associated with high dependence on a single city-forming enterprise or industry. Ensuring their economic sustainability requires economic diversification, increased competitiveness, and reduced dependence on a single source of income. The research is devoted to the development of a conceptual approach to solving these problems, which makes it extremely relevant in the conditions of the modern Russian economy. Goal. Development of a conceptual approach to ensuring the economic sustainability of single-industry municipalities (single-industry towns), including principles, strategies and tools for diversifying the economy, increasing competitiveness and reducing dependence on a single city-forming enterprise or industry. Methodology. The work uses an integrated approach that includes an analysis of the theoretical foundations of sustainable development of territories, a study of the characteristics of single-industry towns, as well as the development of specific principles and methods to achieve economic sustainability. Examples of successful application of the conceptual approach in Russian single-industry towns such as Tolyatti, Magnitogorsk and Norilsk were considered. Results and conclusions. The basic principles of a conceptual approach to ensuring the economic sustainability of single-industry towns were proposed, which include economic diversification, infrastructure development, support for human capital, innovation, and coordination of efforts at different levels of government. A conceptual approach scheme was also developed and examples of successful application of the proposed measures in Russian single-industry towns were given. The conceptual approach to ensuring the economic sustainability of single-industry towns is a complex and multifaceted process that requires coordination of efforts at different levels of government, public participation, and the use of a variety of support tools. The successful implementation of this approach can lead to significant positive changes in the life of single-industry towns, ensuring their sustainable development and improving the quality of life of the population. The scope of application. The sphere of municipal administration.

ECONOMIC RESILIENCE OF SINGLE-INDUSTRY MUNICIPALITIES IN THE REPUBLIC OF DAGESTAN: PROBLEMS AND PROSPECTS

Relevance. The problem of ensuring economic resilience of single-industry municipalities (monotowns) remains acute for many Russian regions, including the Republic of Dagestan. While being significant industrial centers, monotowns simultaneously concentrate key socio-economic risks: high dependence on a single industry, structural unemployment, and low budgetary capacity. A comprehensive assessment of their condition and integration into the regional economy is necessary for developing effective public policy measures aimed at mitigating structural imbalances and stimulating diversification. Purpose. To assess the economic resilience of monotowns in the Republic of Dagestan, identify their key problems and systemic risks within the context of the region's socio-economic development, and determine promising directions for enhancing their sustainability. Methodology. The research is based on the application of comparative, structural, and dynamic analysis methods. The information base includes official statistics (the «Dagestan in Figures — 2024» compendium), federal and regional registers of monotowns (VEB.RF), and reports from ministries of the Republic of Dagestan for the period 2019—2023. Results and Conclusions. The study establishes that the monotowns of Dagestan (Kaspiysk, Dagestanskiye Ogni, Izberbash, etc.), while generating about 18—20 % of the republic's GRP, act as local centers of socio-economic vulnerability. Systemic problems were identified: the unemployment rate is 3—4 times higher than the Russian average, the share of the population in poverty reaches 17—18 %, and budgetary capacity is 15—25 % lower than the republican average. Key resilience risks are associated with single-industry dependence and insufficient economic diversification. It is concluded that a transition from targeted support to a comprehensive strategy for transforming monotowns into multifunctional centers is necessary, involving the development of tourism-service, logistics, and creative clusters. Practical significance. The research results can be used by state and municipal authorities in developing and adjusting strategies and programs for the socio-economic development of single-industry territories.
