Abstract
The relevance of the topic. A considerable share of the expenditure part of the consolidated budget of Russia involves the purchase of goods, as well as payment for work performed and services rendered aimed at meeting the needs of the state and municipalities. In order to avoid misuse of budgetary funds, the state regulates the current contract system, within which purchases are made for the needs of state and municipal customers. Goal. Analysis of theoretical provisions and legislative acts defining the state policy on the development of the contract system in the field of state and municipal procurement in the Russian Federation; characteristics of the features of regulatory regulation of the state policy on the development of the contract system. Methodology. The study is based on a systematic approach using statistical, comparative, logical and retrospective analysis. Results and conclusions. The article analyzes the theoretical provisions and legislative acts regulating the system of state and municipal procurement in the Russian Federation. The concept and essence of the state policy on the development of the contract system in the field of state and municipal procurement in the subject of the Russian Federation are disclosed. The features of the regulatory and legal regulation of the state policy for the development of this contract system are characterized. The scope of application.
