Abstract
The relevance of the topic. In an essentially behavioral economy, the characteristics of participants are important, allowing us to understand the nature of their actions, motives, incentives, and interests. This knowledge allows us to understand, and therefore be able to predict the development of the ecosystem, taking into account the influence of internal and external factors. The participants of an innovative ecosystem, like any other, are subject to analysis from the standpoint of a behavioral approach, and such an analysis is extremely significant and relevant, because the «survival» of the national economy, faced with many destabilizing challenges, depends on the content, possibility and speed of innovative transformations. Understanding the driving forces and, most importantly, barriers to innovative development is an important task that precedes the development and implementation of an effective innovation policy aimed at achieving scientific and technological sovereignty and leadership of our country. Goal. The determination of innovative development providers, their identification as participants in the national innovation system and the study of their behavior taking into account internal barriers, which the author considers procrastination, opportunism, innovative nihilism, phobias and hedonic innovation activity. Methodology. The method of analogies, methods of analysis and synthesis, empirical generalization, monographic method, historical and logical approach, graphical method, behavioral and dialectical approaches, structural analysis, systematic approach. Results and conclusions. In conditions of socio-economic volatility, geopolitical explosiveness, resource scarcity and chronic fatigue from the race of normative documentation that does not contain answers to the question «what to do?», innovatively active actors capable of acting as providers of innovative development find themselves alone with their fears, problems, uncertainty and unwillingness to resist the hail of external irritations, feeling the need for integration interaction as a mechanism for coordinating their interests. Natural instincts, the most important of which is self-preservation, encourage them to function, even with less efficiency than their existing potential allows. In addition, the external environment itself, developing cyclically, but evolving at the same time, creates prerequisites for innovative development. The authors of the article attempt to discover a window of opportunity in the behavior of participants in the innovation system, taking into account the barriers and cycles that determine the possibilities of their functioning, to identify prospects for coordinating the interests of all participants in the innovation system, taking into account the barriers found in order to coordinate their activities in the interests of innovative development. The scope of application.
