Relevance: Human resources play a key role in ensuring the development of not only enterprises, but also regions and the country as a whole. However, insufficient attention is paid to the issues of ensuring the personnel security of the state and determining its place in the overall national security system. Given the significant differences in the methods of ensuring the personnel security of economic systems at different levels, the problems of assessing and ensuring the personnel security of the state and its regions deserve special attention. Goal. The purpose of the study is to determine the essence of the personnel security of the state and to develop a system of indicators for its assessment. The study was carried out on the basis of official statistics from Rosstat. Methodology. The research is based on methods of analysis and synthesis, induction and deduction, critical analysis and comparison, statistical data analysis, as well as methods of tabular and graphical visualization of data. Results and conclusions. The article considers modern approaches of Russian scientists to the definition of the concept of personnel security of macro- and meso-level systems. It is established that the most correct interpretation of the concept of personnel security of the state is through the state of the elements and characteristics of the economic system. The key threats to the personnel security of the state are identified and a system of indicators and criteria for assessing threats to the personnel security of the state is proposed. The proposed indicators for assessing the personnel security of the state and its subjects are of the greatest practical importance. He personnel security of the state is the most important factor in its economic development, which makes it necessary to assess and monitor threats to personnel security and take measures to level them.
