THE POLICY OF RUSSIAN REGIONS MANAGEMENT THROUGH THE PRISM OF PROGRESSIVE VIEWS

Abstract

The relevance of the topic. Humanity exists as long as scientific research is carried out, which is the subject of intellectual efforts and the realization of the creative potential of the main driving force of development - the scientific community. Scientists are the pride of the nation, and the result of their work is the wealth of the country. The state is rich in its scientific schools. The production of new knowledge and its dissemination as a result of pedagogical and teaching activities, training of highly qualified personnel contribute to the growth and development of the national economy. The susceptibility to knowledge and the rooting of scientific concepts in various strata of society are influenced by many factors: timeliness, relevance, usefulness, user value, reproducibility. Scientists who are distinguished by their research talent, have practical skills in solving problems in the «field» conditions and the ability to think strategically are able to form knowledge capital with high consumer attractiveness. There are such scientists in every historical period. The intellectual product produced by them, presented in the form of theoretical developments or practical recommendations, is consumed by the ecosystem, contributing to its evolution. The task of the user (consumer) of scientific developments is to be immersed in scientific reflection. Being aware of progressive views on issues on the current agenda, the knowledge-oriented consumer gets the opportunity for intellectual enrichment and co-creation. Of particular interest is the intellectual product in the form of publications in periodical peer-reviewed scientific journals, which is a reflection of the most acute current research problems. This article is devoted to the analysis of operational developments presented in scientific journals conducted over the past fifteen years on the problem of management of Russian regions. The authorship of the reviewed publications, their subject matter and content allow us to consider them a collection of intellectual developments that reveal progressive views on the problem of developing and implementing management policies for Russian regions. Goal. The study of the process of formation of the paradigm of regional economy management at the turn of the millennium as a result of intellectual rethinking and clarification of certain areas of development and implementation of the management policy of Russian regions in accordance with the conceptual provisions developed by Professor B. G. Preobrazhensky and other representatives of the Voronezh School of Economics. Methodology. Monographic method, method of analogies, methods of analysis and synthesis, empirical generalization, historical and logical approach, graphical method, behavioral and dialectical approaches, structural analysis, systematic approach. Results and conclusions. The institutional transformations and transitions taking place at the turn of the century, which we are witnessing and even providing, contributed to a change in the management paradigm, clarifying previously justified approaches and developing fundamentally new provisions that form the current concepts of management of Russian regions. Among the most significant theoretical constructions of research interest are the provisions of the administrative-command approach to management, liberalization, protectionism, the concept of sustainable development and its variety - the concept of a circular economy, the concept of responsible behavior and the concept of national consolidation. The study and critical analysis of these concepts indicate their increasing importance in an environment where old and new challenges coexist with each other. Despite its high attractiveness to researchers, each of these concepts needs to be updated and scaled to the mesoeconomical level. Having identified the intellectual core of the relevant provisions contained in each concept, we made proposals that reveal the prospects for further developments and (or) their practical implementation. Thus, on the basis of ideas about sustainable development, formed taking into account the progressive views on this problem of B. G. Preobrazhensky, the current provisions of ensuring sustainable regional development in terms of its environmental and innovative components were clarified. Summarizing the scientific heritage on the problems of developing and implementing regional policy in general, the prospects for improving inter-budgetary relations were identified, and recommendations were made in the field of tax regulation. Based on the analysis of the concept of national consolidation, the prospects for innovative improvement of the regional economy are substantiated. The scope of application.
