DATA ECONOMY IN RUSSIA AND ABROAD

Abstract

Relevance. Most countries are implementing programs for the transition to the digital economy, since in the modern world, the processing and analysis of ever-increasing data are becoming key factors of economic development. Goal. To reveal the significance of the implementation of the national project «Data Economy and Digital Transformation of the state» for the development of the Russian economy and its achievement of set strategic goals, to reflect the possible risks and chances associated with the implementation of this national project, as well as to summarize the experience of implementing the data economy abroad. Methodology. In the course of scientific research, general scientific methods of cognition were used: observation, comparison, description, analysis and methods of graphical representation. Results and conclusions. The article examines the prerequisites and significance of the adoption of the national project «Data Economy and Digital Transformation of the state», shows its priority areas and plans for each of the areas, reflects the interpenetration and interdependence of the data economy and the knowledge economy. The problems, challenges and risks to be faced in the implementation of the national project are outlined. The experience of the world's leading countries in developing the data economy is summarized, which allowed, on the one hand, to see the similarities in the use of digital technologies to generate profits and ensure economic growth, on the other hand, to identify differences. A comparative analysis of projects from different countries similar to the data economy project in Russia has been carried out. Since there is no single index yet for comparative assessment of the level of data economy in different countries, the article presents various indices that can be used to assess individual aspects of the development of the data economy. Conclusions are made about the existence of a number of obstacles to the development of the data economy in Russia. The scope of application. The results and conclusions drawn in the article can be applied in further studies of various aspects of the development of the data economy: its opportunities for economic growth of the country, threats and risks associated with its implementation, the study of obstacles to the data economy, the development of criteria for assessing the level of the knowledge economy in comparison with other countries.
