Abstract

Genesis of differentiation of powers of authority between public authorities and local governments is caused by objective process of decentralization of management in the sphere of providing public services to the population of municipalities and need of realization of such fundamental principles, as the principles of subsidiarity and competing competences. In article the theoretical context of decentralization of management as basic precondition of differentiation of powers is considered, the principles of differentiation are formulated, the essence and the maintenance of the mechanism of distribution of powers of authority are proved, the formula of relationship of the authorities of two levels in social and financial and economic spheres is partially opened.
