In article it is shown that at accurate statement of ekologo-economic targets, tasks and their realization on a complex basis not only in certain regions, but also in scales of all country positive results can be achieved. Fully it belongs to chernozems, the woods and reservoirs - histori- cal savings of unique natural wealth. Calls of the modern world require the cardinal solution of ekologo-economic, social and territorially important problems not only for the benefit of the state, but also each Russian citizen.
