Государственные программы и проекты как формы реализации стратегических планов: опыт Российской Федерации и Воронежской области

Abstract

Now special relevance is acquired by the researches sent to search for effective and productive administrative decisions on implementation of strategic plans of social and economic development of the Russian Federation and its regions. It has demanded consideration of prereq- uisites and the main features of formation of national system of strategic planning in the Russian Federation. In article it is reasoned shown that the system of strategic planning allows to carry out transition from operational methods of management to perspective program and target, to realize new models of innovative and technological development of the country. Experience of the Russian Federation and the Voronezh region as her subject on implementation of state programs is presented, advantages of program and target approach in implementation of strategic plans and projects are proved. Perspective tasks of implementation of priority projects as new stage of implementation of strategic plans are defined.
