The regulatory right wing base and the main directions of state regulation for stimulation of innovative development. Purpose. Analysis of the current state of innovative development in Russia, negative trends were identified and the initiative of Federal authorities to encourage regional authorities to expand the innovative component of the Russian Federation’s subjects by expanding the legislative framework was considered. Methodology. Methods of logical and comparative analysis. Results . Implementation of the capabilities of regional authorities for innovative development of the territory. Prevention of excessive competition and zoning of the country’s territory, as well as the formation of a unified strategy for innovative development. Applicationarea . The direction of innovative development at the level of the subject of the Russian Federation in the formation of territories with a special status in the regions (SEZ, TOSER) for the development of production and innovation. Conclusions . The need for coordinated innovative development through zoning of the country’s territory, taking into account the existing specialization of each region.
