Abstract

Subject . Human resources potential of the scientific and technological space. Topic . Research of theoretical and methodological aspects of assessing the human resources potential of the scientific and technological space. Purpose. To study and systematize the theoretical and methodological aspects of evaluating the human resources potential of the scientific and technological space. Methodology. Methods of comparison, analogy, induction and deduction, analysis and synthesis. Results . The analysis of concepts and positions in relation to the content of human potential, as well as its transformation in the scientific and technological space, the problems of components of human potential with justification and confirmation of their statistical data, etc. Criteria that can be used in the development of a new methodology for evaluating human resources are highlighted. Applicationarea . Scientific, scientific and technological, innovative, personnel policy. Conclusions . In order to help solve the problem of economic transformation (both in theoretical and practical aspects) and its components (human resources), a classification of methods for evaluating human resources was formed based on such characteristics as orientation (to assess the quality/quantity/set of indicators); source of assessment or role of human resources (for an employee/employer/regional authority); method of assessment (integral indicator/rating/comparison with a standard); interpretation of human resources (system/resources/process/result); scale and labor intensity (one indicator derived from several//system of grouped indicators). The principles that are necessary are highlighted.
