In article problems of increase of efficiency of the municipal property, as economic basis of local government are considered. The municipal property as the economic basis of local government, is considered from the point of view of «a new system paradigm». It is shown that low efficiency of its use is connected with system contradictions, with weak compatibility of three types of systems: objective, objective-design, design-design.
