In article integration problems institutionally diverse structures in regions are considered. On the basis of the system and institutional analysis it is shown that at regional level higher educational institutions can carry out an integrator role rather successfully. Higher education institution mission as integrator of regional level consists first of all in formation of new communications of regions and their subsystems with world community.
