In the article the methodical approach has been worked out and approved to the prognostication of the development of the regional system of health protection and the expediency of its application is reasonable at the design of social sphere development and grounding its strategy. The use of the suggested methods of prognostication will allow to improve the planned and analytical work of economic services of the system of health protection in the region, scientific validity of prognoses, strategies and tactics of social sphere development.

Methodology basis of social development prognostication has been observed in the article, its principles and functions have been defined. The necessity of using the system approach in researching the social development and building its prognostic model has been grounded. The features, factors and principles of the system approach to social development research have been determined. The algorithm of building the prognostic model of social development has been presented.
