At the present time there has been an increased interest in the problem of the formation of the system of programme-target planning (CKD) of municipal formations. In connection with this in the article the contents of the system of CKD, the need for a decision and statement of the problem of perfection of the scientific methods and development of policy recommendations that take into account the factors influencing the planning process of socio-economic development of the municipality.
