Article contains the analysis of the theoretical and practical approaches applied by researchers and state governing bodies to monitoring of social factors of development of regions. The analysis of regulations of the federal and regional levels, allowing to reveal the main qualitative and quantitative characteristics of the indicators used in the course of monitoring of social factors of development of territories is made. In analyzed scientific sources the emphasis on search of the productive components, allowing to increase efficiency of monitoring of social factors of development of administrative-territorial formations of the Russian Federation is placed.
