In recent years, both in Russia and in its individual regions, despite the increase in the consumption of psychoactive substances, an effective program of anti-drug prevention has not been developed and implemented. In most cases, work is carried out «in fact», when a person has already tried or started using psychoactive substances. The level of morbidity, physical development, disability and mortality, along with environmental and socioeconomic factors, determine the way of life and effectiveness of medical care, which requires the creation of adolescents in the stable stereotypes of a healthy lifestyle and the formation of health-preserving behavior. Over the past 10 years, the number of adolescents has decreased by34 %. The overall incidence among adolescents 15-17 years increased by 25 %, primaryby 24 %.An analysis of the narcotic situation gives grounds for considering it as an important problem, for the solution of which there is a need for active action in organizing the prevention of the use of surfactants.Within the framework of training under the «Health Management» program, a project was prepared on the basis of the Voronezh branch of The Russian Presidential Academy of National Economy and Public Administration to strengthen the existing model of prevention of non-medical use of psychoactive substances on the basis of the OGBUZ «Starooskolsky Narcological Dispensary».
