Subject. Prevention of the domestic violence in Russia in the context of civil society development. Topic. Prevention of the domestic violence on global, federal and regional levels. Purposes. To reveal problems and prospects of adoption the legislation against the domestic violence. To analyze the role of civil society in attracting attention to the problem of the domestic violence in Russian regions. Methodology. System approach, the principle of determinism, inter disciplinary approach. Results. The opinions on the problem of the domestic violence in Russia are divided. Opponents of the law on prevention of the domestic violence argue that domestic violence is only the part of a broad violence problem and does not need special regulation. Moreover, they claim that domestic violence is a problem of private sphere where state interference is undesirable. Supporters of the law insist on the need of positive regulation of the domestic violence problem and suggest that the problem of domestic violence is connected to the discrimination problem. Civil society takes active part in the discussion. Applicationarea. The research results can be applied by the human right activists, NGO’s and the elites which support prevention of the domestic violence. Concusions. The discussion on the domestic violence problem strengthens the civil society, involvesregional society into public policy and helps to integrate Russia into the global anti discrimination trend.

Subject . Issues of territorial organization of local self government in Ukraine. Top i c . Interim results of decentralization in Ukraine and prospects for the deepening of the reform of local government. P u r p o s e. Analysis of ways to solve problems related to the need for institutional transformations in the field of local self government, which raised the political crisis in Ukraine. Methodology. General methods of political analysis were used: system, structural and functional, comparative, socio cultural. Results . The political crisis has raised a layer of unresolved problems related to the need for institutional transformations in the field of local self government. Decentralization of Ukraine has begun in accordance with the European scenario. The article summarizes the interim results of decentralization and considers the prospects for deepening the reform of local self government. Applicationarea . Sphere of local self government reform. Conclusions . The reform implemented in Ukraine allowed local self government bodies to have extensive financial resources and independently solve local issues. However, decentralization is not complete, and there are a number of obstacles on its way: lack of experience and personnel for such transformations; enterprises are unevenly distributed across the territory of Ukraine, so different communities have different incomes; the problem is the very incompleteness of the reform. The reform of local self government in Ukraine will be deepened in the direction of decentralization in accordance with the European Charter of local self government. However, this is dangerous for underdeveloped regions that do not have profitable enterprises on their territory.

Subject . Features of transformation of political elites in modern society. Topic . Using the tools of perception policy of the modern Russian elite in interaction with society. Purpose. Analysis of the essence of perception policy, which is a set of measures to create a favorable image of a political leader or political processes. Methodology. A set of methods of constructivism and phenomenology to explain new phenomena of social reality, when political elites are forced to transform. Results . The article raises the question of the relevance of understanding the place and role, since the processing and submission of information have a direct impact on the implementation of political decisions. It is information technologies that are involved in shaping the perception of amendments to the Constitution of the Russian Federation. They are used directly by the power elite, as well as by agents of influence (both those supporting the government and those in opposition). The article States that perception policy is becoming one of the main directions of activity of power elites in the information society. Applicationarea . The process of making and implementing political decisions by the Russian political elite. Conclusions . Building the information society inevitably results in the power elites transformation. Institutional framework loses its prior meaning: now it is important how and when the information is submitted. The article is devoted to the perception policy which is a system of measures to create an image of a political leader or a political process. Russian elites use the perception policy to communicate with the society.

The article analyzes the principle of separation of powers based on the analysis of the regional political system. It is noted that the separation of powers allows us to model and adjust scenarios for the optimal equilibrium state of the state political system. If the political system is stable and stable, therefore, it is possible to draw a conclusion about its equilibrium. The Russian political system maintains continuity and at the same time carries out modernization processes. In order to prevent the imbalance of the state system at the federal and regional levels, it is necessary to maintain a balance between the tradition of the development of Russian society and its democratization.

The article examines an actual problem of the civil society formation and development in Russia. The problem is aggravated by the special role of a strong state in Russia. The purpose of the article is to study goals, difficulties, prospects and results of a civil society building process at the national and local levels. The activities of the Regional Public Organization for the Protection of Women «Women of our city» illustrate the activities of civil society institutes at the regional level.
