The scientific article deals with issues related to the creation by the legislator of the criminal law norms of Chapter 14 of the Criminal Code of the Russian Federation (especially the criminal responsibility and punishment of minors) with the help of such an exclusive means of lawmaking technology as a legal presumption. The author’s own point of view concerning the role of the criminal-legal presumption for giving stability and order to public relations in this sphere is argued.
