The article is devoted to modeling of a regional container organizational network and the working out of approach to assess its impact on the regional development. The article discusses the concept of «organizational network» and the author’s position in its content in relation to the regional container market. To describe regional organizational network of container market, the authors propose «the sandwich-cone model», which on the one hand describes the structure of the organization of container transportations on the Federation subject territory, on the other - reflects the relationship between the network of container traffic and the regional socio-economic system as a whole. To assess an impact of the container network parameters to the regional development it is proposed a model, reflecting the influence of the containerization level to economic indicators related to container traffic. In practice, the model will allow to determine optimal parameters for container service in the region, to predict the container transport development based on the regional needs and opportunities, to make decisions concerning the organization of the container market players interaction, taking into account the development objectives of the region.
