Innovation activity in the Russian regions, as in any other socio-economic systems, is caused by a number of factors of technical and technological, managerial and institutional properties. Therefore, the use of standard management tools is not always justified. In principle, standard management tools are possible, but their composition is limited. To a greater extent, in order to enhance innovation processes, it is necessary to focus on the mechanism that ensures the growth of demand for new products, the creation of personnel, financial and economic, institutional support for its production, adequate to the initial level of innovation parameters in specific regions and their homogeneous groups.
