In article methodical approach to assessment of the innovative environment is offered. Calculations on the basis of the panel estimates of a condition of the innovative environment are carried out. «the thermal card» of development of layers of an innovative pyramid is constructed and the categorization of territorial subjects of the Russian Federation of the target list on the level of development of the innovative environment is carried out.
