The article presents the results of a comparative analysis of institutional forms and tools of management of socioeconomic development of the subjects of the Russian Federation, presented in regional strategies, developed in accordance with the requirements of the Federal law of the Russian Federation of June 28, 2014 № 172 «on strategic planning in the Russian Federation».

The article reveals the content of the basic components of the strategy for the development of partnership between the state and business in the Voronezh region. The results of the strategic analysis of the named partnership are given, strategic goals and objectives for its longterm development, expected results, and the implementation mechanism are defined.

The article proposes the development and implementation of the state program of strategic partnership between the state and business in the subjects of the Russian Federation. The authors and participants of its implementation were identified, goals, objectives and expected results, sources of funding were substantially disclosed, the composition of target indicators and indicators was established.

Public-private partnership, which is currently implemented in the sectors of production and social infrastructure of the company, is an important, but not the only form of strategic partnership between public authorities and business. Modern Russian practice shows the demand for other forms of business, including joint activities of the state and business related to the development of strategies for socio-economic development of the Russian Federation, the clustering of their socio-economic space. The article substantiates the demand for monitoring the effectiveness of the strategic partnership between the state and business. Defined by its purpose and objectives, the proposed set of indicators, the election for these forms of partnership.

The article presents the results of a comparative analysis of modern foreign experience in the development of strategic partnership between the state and business related to the development of strategies for the development of territories, the formation of clusters, the mobilization of private investment in the sphere of state responsibility. The choice of its achievements, which are expedient to use in the Russian practice, is carried out.

The article substantiates and meaningfully reveals the institutional, economic, and organizational prerequisites for the development of strategic partnership between the state and business in the process of clustering the socio-economic space of the regions, the development of public-private partnership projects. Among them: the transformation of the existing regional centers of cluster development, created in the forms of public Autonomous agencies or state budgetary institution into a commercial organization, the founders of which will be government authorities and business structures; putting into practice of management the processes of development of public-private partnerships, clustering social and economic space of the Russian Federation subjects of the new instruments of strategic management, developed jointly by the authorities and business, including: scheme of development and placement of productive forces of the region, strategies and government programs for the development of clusters, strategy for the development of public-private partnerships in the subject of the Russian Federation, monitoring of the results obtained in the implementation of PPP projects, cluster projects; the development of the bodies of state power of the RF subjects selective approach to stimulate the processes of development of clusters, differing in the nature of economic activity, its organization and spatial configuration.

In the article, the directions of improvement of organizational and methodical maintenance of process of development of regional strategies of the second generation are offered and meaningfully revealed. Among them: securing for business the status of one of the subjects of strategic planning; synchronization of the development of regional and municipal strategies; activation of participation of representatives of different groups of stakeholders, residents of the region in the development of the strategy.

The Strategic partnership between the state and business is defined as oriented on the strategic goals of socio-economic development of the country, its regions, long-term and mutually beneficial cooperation partners in the economic and governance spheres, based on the joint use of their resources, implementation of common and coordinated special interests, their mutual responsibility. In modern practice, demanded various forms of strategic partnership between the state and business: public-private partnership (PPP) is used to produce public and private goods and services in a wide range of economic activities; the partnership associated with spatial development of the country, its regions through the use of tools such as clusters, special economic zones, territories of priority development; partnership in the strategic planning associated with the de- velopment of strategies for socio-economic development of the Russian Federation, subjects of the Russian Federation, state economic policy in a variety of species. Justified the author’s interpreta- tion of the strategic partnership between the state and business, disclosed its structure, offered its substantial characteristic.
