The article deals with the issues of state regulation of road transport activities in the transport of passengers and passengers. Special attention is paid to regulating the influence of state authorities on the efficiency and quality of autotransport services by economic, regulatory and other methods. The article highlights the most relevant aspects of improving state regulation, which include taxation, licensing, etc.

In modern conditions a priority investment process for road transport is strengthening the material technical base of motor transport enterprises, while improving, in the opinion of authors, should apply technological processes of transportation and movement of passengers and cargo. The article reveals the preconditions and due to the necessity of development of innovative activity in the field of road transport, as well as proposed and justified directions of development of innovations in the organization of the transportation process and in economic activities motor transport enterprises, including the introduction of new technologies in the management of the company's personnel, new approaches to managerial (including financial) accounting.

Trends of development of the enterprises of car service are considered. Development of car service happens owing to emergence of new technologies, change of tenor of life. Changes in after sales service of cars have inevitable character. The regional markets of aftersales service promptly change. Single HUNDRED succeed large network car services which in the competition among themselves annually double market share. It requires special attention to steering and development of business in the sphere of transport. Favorable conditions regarding car services have developed a steady and significant increase in the number of potential consumers of these services. Organization of the production of maintenance and repair of machinery is the most important subsystem of the transport sector, which largely determines the effectiveness of its use.The article reveals the prerequisites and necessitates the development of corporate services in the field of automobile service.

The article analyzes strategic policy documents for road safety in the Russian Federation: the Federal Target Program «Improving Road Safety in 2013-2020; “Improving road safety in the Voronezh region for the period 2014-2020; Federal Law of the Russian Federation of May 7, 2013 No. 92-FZ “On Amendments to the Federal Law on Road Safety” and others. According to the results of the study, the need to develop and adjust the regulatory acts governing accident prevention activities in road transport organizations was established. The main directions of improving the regulatory legal regulation in the field of road safety are identified.

In modern conditions, the growth of motorization of society seriously increases the importance of road service, which, with its balanced development, has a great influence on the state and dynamics of transportation, the social development of roadside settlements, the develop- ment of their infrastructure, the tourist attractiveness of a particular area. The article identifies the uneven development of road service, due to the underestimation of the degree of satisfaction of the needs of vehicle users and the lack of monitoring, which aggravates the problem of conges- tion of road infrastructure and the formation of congestion in large population centers and federal highways. The necessity of coordinating the process of providing services, a more precise determi- nation of their composition, as well as ensuring their availability is substantiated As a result, the management of road infrastructure should be carried out at the regional level, and the basis for coordinating management decisions in this system can be monitoring of the state and development of road services.

Automobile transport plays a large role in the economy of our country. This is the most rational market-oriented mode of transport, which currently accounts for the largest share of freight transportation among other modes of transport (rail, sea, air). Clear uninterrupted operation of road transport largely determines the sustainable operation of enterprises in the regions of the Russian Federation. Urban passenger transport involves the interaction of various types of transport in the process of providing services for the transportation of the population, has important economic and social importance and should provide the population with transport services efficiently and effectively.The article describes the state of urban passenger transport in the city of Voronezh, discusses the reasons for the specificity of urban bus transport, identifies the main problems that arise before private carriers, presents innovative projects based on foreign and domestic experience.
