The article analyses the state of urban passenger transport, identifies problems and strategic directions of its development. The proposed implementation of the investment project for the development of the urban high speed tram network is justified as a way to optimize transport infrastructure in the format of socio economic development of the region.

Examines the dynamics of the criteria characterizing the development of the TRANS-tailor complex in the region. Examines the problems of attracting extrabudgetary sources of invest- ment to improve transport service of the population. Set the key directions of transport development in the Voronezh region on the basis of the characteristics of the potential passenger transport and the use of public programs and projects. It is proposed to use the format of PPP to attract investment in building an efficient network of passenger transport in the regional center.
