This article describes approaches to assessing the effectiveness of the authorities, their regulatory framework and methods. The term «effectiveness» in relation to authorities is rather contradictory and difficult because of the specific nature of the activities of these organizations. Most techniques for evaluating their effectiveness are difficult to calculate or disconnected from reality. The authors carry out a comparative analysis of the legal framework governing the evaluation of the effectiveness of the authorities.
