In this article attempts to formulate the main problems that arise today on the places in the implementation of national projects and social programs, such as opacity of procedures on regional level of power and limited competence of bodies local self government. Authors analyze the ratio of local self government, local governance in the context of their interaction with authorities of the state power both on the federal and on regional levels. It is noted that the association of local bodies self government and government bodies in a single system public authorities will effectively solve the problems of social economic development of the region
