The relevance of the topic. The need for priority attention to the implementation of state family policy in modern society is recognized by all, including at the regional level. In the course of its development, modern society has consistently passed through many stages. In modern conditions, there is a clear need to pay special attention to demographic policy, since problems often arise in this area that require prompt solutions. At its core, it should have well-formed requirements based on functional content. Moreover, all this should be based on existing experience and scientific basis. At the same time, today the attention of the scientific community is focused on the optimization of management in the field of demographic problems. Goal. Analysis of technologies and prospects for optimizing the use of tools for state family support in the subjects of the Russian Federation. Methodology. The following research tools were used: generalization method, historical and retrospective analysis, analysis of informative and analytical materials related to the tasks set in the study. Results and conclusions. Based on the results of the review of the prospects for optimizing the use of state family support tools in the subjects of the Russian Federation, a variety of application possibilities has been revealed. The indisputability of the need for transformations is noted, despite the high level of their complexity. Scope of application. Management of the development of state support for the family of a constituent entity of the Russian Federation.

It is possible to set a trend for the rise of the Russian economy, including at the level of municipalities, only if there is an intensification of the process of attracting investment in the sector of the economy that is commonly called «real». No matter how significant the role of the service sector is for the sustainable socio-economic development of territories, the role of industry is undeniable. Investments in the industrial sector cannot be chaotic, a systematic approach to regulating this process is needed. The practical experience of implementing the investment attraction tools has shown that systematic work in this direction is impossible without the purposeful efforts of local governments. Only with the support of the local administration, the investment climate in the territory of the municipality can become favorable. Methodology. On the way to achieving national development goals and transforming approaches to effective municipal governance, local governments face a number of problems that, one way or another, manifest themselves in the process of investing in the socio-economic development of a municipal entity of a constituent entity of the Russian Federation. Subject . Crisis phenomena, that have occurred in rural areas of the Russian Federation. Systemic crisis of socio economic development of rural territories. Topic . Effective management of rural development as a tool for solving the problem of social evolution while preserving the possibilities of material and social security for both current and future generations. Purpose. Analysis of problems of development of crisis rural territories. Methodology. Logical analysis of the causes of the systemic crisis of socio economic development of rural territories.Results . Based on the analysis of the problems of rural territories of the Voronezh region, the crisis characteristics of the current situation and the causes of the systemic crisis of socio economic development of rural territories are revealed. Applicationarea . Anticrisis management of rural development. Conclusions . The depth of the crisis suggests the need to develop and implement a comprehensive program of measures aimed at achieving the following interrelated priorities: overcoming the demographic decline and the outflow of labor from rural areas; diversifying economic activity in rural areas; reducing the share of dilapidated and dilapidated housing in rural areas; bridging the gap in the quality of infrastructure between urban and rural settlements. Positive changes should be implemented within the framework of socio economic development programs.

The article presents and analyzes the domestic and foreign experience of managing the uneven socio economic development of the region. It is noted that the problem of managing the uneven socio economic development of the region at the current stage can not be called sufficiently developed either in terms of economic and social efficiency or in terms of budget efficiency. The author points to the problem of classification of factors that lead to uneven socio economic development of the region and, on the example of the Voronezh region, analyzes the possible ways to overcome the problems of managing the uneven socio economic development of the region.

Implementation of the strategy of socio-economic development of sub-regional territories is a complex issue, determined by the aggregated set of goals and objectives, external factors and specific characteristics of the region. There are several risk factors that could affect the implementation process and the effectiveness of planned activities. This should take into account that the modern tendencies of geopolitical and economic changes might have negative consequences for the implementation of the strategy and new opportunities to improve the effectiveness of the measures taken.In the process of implementing strategies for the development of subregional territories of the Voronezh region up to 2035 should provide for regular monitoring and control of the level of implementation of the planned program of action and achieve planned targets. If necessary, on the basis of data from participants of the strategy implementation, the action program needs to be adjusted. It is necessary to ensure maximum «transparency» of the results of the monitoring of the interim results of implementation of the strategy for the population and the expert community, which will contribute to the empowerment of direct public control and participation of citizens in the processof implementation of the strategy. The decision of tasks within these areas to optimally determine the goals and objectives of the territorial development of sub-regional territories.
