DEVELOPMENT OF CIVIL SOCIETY IN THE MUNICIPALITY ON THE BASIS OF THE INTRODUCTION OF A DIGITAL PLATFORM TO SUPPORT PUBLIC INITIATIVES AND THE CONCEPT OF «SMART CITY» (ON THE EXAMPLE OF THE CITY DISTRICT OF VORONEZH)

Abstract

Relevance of the topic. Development of civil society in the municipality based on the introduction of a digital platform to support public initiatives and the concept of «Smart City» (on the example of the urban district of the city of Voronezh). Purpose. Development of proposals for the development of civil society in the municipality based on the introduction of a digital platform for supporting public initiatives and the concept of «Smart City» (on the example of the city district of Voronezh). Methodology. The method of theoretical analysis, analysis of normative legal documents on the topic of research, the study of materials from scientific and periodicals on the topic of research. Results and conclusions. Currently, the city of Voronezh is included in the list of cities where pilot projects are being implemented under the Smart City program. The project is aimed at the introduction of high technologies in urban management in terms of creating a comfortable environment, housing and communal services, urban planning, security, traffic and pedestrian flow management. As of 03/03/2020, Voronezh is in 13th place in the ranking of million-plus cities in terms of the level of urban digitalization (index «IQ of cities»). In 2018, Voronezh entered the list of pilot municipalities where integrated technological solutions and spot developments were tested and implemented. For example, mobile applications for management companies synchronized with the State Information System for Housing and Communal Services (GIS HCS). The main result of the GIS housing and communal services is to improve safety in the city of Voronezh and the quality of life of the population, increase the investment attractiveness of the territory and the efficiency of infrastructure use, and reduce budget costs. Currently, in order to take into account the opinions of the residents of the city of Voronezh, since December 2018, Internet voting has been used on the arrangement of territories in the city. In order to implement this process, the Active Electronic Citizen Internet resource was created (https://e-active.govvrn.ru/). In addition to the undeniable advantages, the Active Electronic Citizen project also has disadvantages. In conclusion, proposals were developed for the development of civil society based on improving the management of the municipality through the introduction and implementation of the «Smart City» concept in the administration of the urban district of the city of Voronezh. The publication formulates proposals for improving the management of the municipality based on the introduction and implementation of the «Smart City» concept in the administration of the urban district of the city of Voronezh.
