Abstract
The relevance of the topic. It is possible to set a trend for the rise of the Russian economy, including at the level of municipalities, only if there is an intensification of the process of attracting investment in the sector of the economy that is commonly called «real». No matter how significant the role of the service sector is for the sustainable socio-economic development of territories, the role of industry is undeniable. Investments in the industrial sector cannot be chaotic, a systematic approach to regulating this process is needed. The practical experience of implementing the investment attraction tools has shown that systematic work in this direction is impossible without the purposeful efforts of local governments. Only with the support of the local administration, the investment climate in the territory of the municipality can become favorable. Methodology. The following research tools were used: generalization method, historical and retrospective analysis, analysis of informative and analytical materials related to the tasks set in the study. Results and conclusions. According to the results of the review of the tools for attracting investments in the socio-economic development of the municipality of the subject of the Russian Federation, a variety of these tools has been revealed. The indisputability of the need for transformations of municipal administration is noted, despite the high level of their complexity, which is predetermined by the conditions of transformation of the paradigm of public administration. On the way to achieving national development goals and transforming approaches to effective municipal governance, local governments face a number of problems that, one way or another, manifest themselves in the process of investing in the socio-economic development of a municipal entity of a constituent entity of the Russian Federation.
