Abstract
The relevance of the topic. Today, social management is a kind of mainstream, allowing to transform not only the tools of state and municipal management, but also methodological concepts and principles. One of these tools is social quality management, which can be considered as one of the basic approaches to ensure the development and improvement of the socio-economic sphere. Goal. Analysis of functions, methods and tools of social management from the perspective of the activities of state and municipal authorities in order to ensure the proper quality of life of citizens. Formation of a model of social quality management in a socio-economic perspective. Methodology. From a methodological point of view, the tasks of improving and expanding modeling tools from systems with a small number of dimensions to high-dimensional systems are prevailing. Results and conclusions. Based on the analysis of social management and the assessment of the task of improving the quality of life, a model of social quality management has been formed that will ensure a complete quality management process in relation to social processes and clusters: from the direction (selected vector of development) to the result. The use of the model will allow us to assess the effectiveness of process management within the framework of state and municipal management. Scope of application. The sphere of socio-economic planning and regulation.
