The relevance of the topic. The formation of the scientific and industrial complex (hereinafter referred to as the NPC) in the Republic of Belarus has great prospects and is one of the key directions of the country's economic development. However, in the current geopolitical conditions, its development is possible only through cooperation with similar structures of strategic partners (such a partner is the Voronezh Region of the Russian Federation). Goal. Assessment of the prospects for the development of scientific and industrial complexes in Russia and Belarus. The authors propose a methodology for assessing the prospects for the development of the NPC, which includes a number of mandatory stages: analysis of the current state; identification of areas of cooperation; assessment of resources and potential; study of legislation and business conditions; assessment of opportunities and benefits; strategy development; establishment of contacts and communication; risk assessment. The application of this technique is shown by the example of cooperation between Belarus and the Voronezh region. Methodology. Standard methods of scientific cognition, such as observation and description, modeling, as well as statistical data analysis, were used. Results and conclusions. The study identified: sources of compensation for losses from restrictions imposed by sanctions; promising and profitable areas of cooperation between Belarus and the Voronezh Region; ways of leveling the risks of cooperation in the scientific and technical sphere. Examples of effective cooperation are given and measures for their intensification are proposed (development of a cooperation strategy; attraction and implementation of grant research; development of an online platform where scientific and industrial organizations can register and create profiles). Scope of application. The sphere of cooperation of the subjects of the Russian Federation with the Republic of Belarus and other friendly countries.
