MATHEMATICAL MODELS FOR COORDINATION OF HUMAN CAPITAL AND INDICATORS OF SOCIO-ECONOMIC DEVELOPMENT OF THE REGION UNDER EPIDEMIOLOGICAL CONSTRAINTS

Abstract

The relevance of the topic. The formation of effective mechanisms for managing human capital, consistent with the needs and capabilities of the socio-economic system, is a prerequisite for achieving the goals of its socio-economic development. Goal. Development of models and mechanisms for the coordination of human capital and indicators of socio-economic development of the region in conditions of epidemiological restrictions. Methodology. The study was carried out on the basis of mathematical modeling methods within the updated version of the production function. Results and conclusions. The formal statement of the problem of coordination of human capital and indicators of socio-economic development of the region is given. The upper level of the task reflects the interests of regional authorities, and the lower level reflects the economic interests of economic entities. To concretize the tasks of the lower level, an optimization model has been developed that allows enterprises of each type of economic activity to calculate the values of economic indicators that can be achieved at a certain level of human capital development in the region. Scope of application. The sphere of development of socio-economic systems in conditions of epidemiological restrictions.
