Abstract

Relevance of the topic. The article is devoted to solving an important scientific and practical problem of forming an economic security management system at the regional level, the structural element of which is the corresponding concepts, strategies, and programs. The relevance of the topic is due to the wide range and hybrid nature of external challenges and threats, the presence of internal problems of regional development, and the unresolved theoretical, methodological and organizational problems of managing economic security at the regional level. Objective. Analysis of the main elements of regional economic security management systems. Methodology. Methods of logical and comparative analysis of economic security management practices in the constituent entities of the Federation, empirical generalization, a systematic and functional approach to the development of measures in the field of economic security of the regions. Results and conclusions. Based on the results of the study, theoretical, methodological and organizational provisions for managing the economic security of the region are substantiated: the concept of economic security of the region is clarified, characterized by an emphasis on a manageable nature in order to ensure the ability of the socio-economic system of the region for sustainable development and resistance to threats, challenges and risks; the content of managing the economic security of the region through management functions is revealed; the basic principles and composition of the main elements of the regional economic security management system are substantiated; the need to systematize strategic documents by levels is argued, ensuring an interconnected hierarchy and continuity according to the principle of a "pyramid of strategies (basic, functional, operational). Scope. The practical significance of the study lies in the feasibility of using the findings and results in the formation of regional economic security management systems and the development of strategies for the economic security of the region.
