PROBLEMS OF INTERACTION BETWEEN THE EXECUTIVE AND LEGISLATIVE AUTHORITIES AT THE REGIONAL LEVEL

Abstract

The relevance of the topic. Peculiarities of the division of powers in the regions of the Russian Federation. Goal. To analyze the problems of interaction between the executive and legislative authorities at the regional level. Methodology. Methods such as comparative analysis, the method of expert assessments, and a systematic approach were used. Results and conclusions. The problems of interaction between legislative and executive authorities at the regional level are considered. The author revealed the following: 1. The Russian Federation is undergoing a transformation of the separation of powers aimed at eliminating the imbalance between legislative and executive branches and forming a harmonious and balanced system of checks and balances. 2. The separation of powers is a necessary tool to ensure the effective functioning of state power and prepare for the democratization of the public administration system. There is a problem of redistribution of powers in favor of the executive branch at the regional level, which distorts the system of separation of powers, therefore, it is necessary to restore the balance between the executive and legislative branches of government. Scope of application. The results of the research can be used in the study of regional party building and its role in the development of democracy in Russia.
