The relevance of the topic. Based on international experience, when in a number of developed countries small and medium-sized businesses play an important economic role, Russia adopted the Strategy for the Development of the SME Sector until 2030. In order to accelerate the process of small business in Russia reaching the level of compliance with global trends, the Strategy includes a number of target indicators, the achievement of which guarantees the fulfillment of the main economic goals of the next decade. Goal. Monitoring the parameters of the current progress of the SME Development Strategy until 2030, including at the regional level. Methodology. A large array of data has been collected characterizing the current level of implementation of the tasks set in the Strategy 2030. Particular attention is paid to the regional aspect of the study, for which cluster analysis was used. Results and conclusions. It has been established that the intermediate targets have not been achieved for most indicators. This gives grounds to believe that the final target parameters by 2030 will not only not be overcome, but may also remain at the initial level of 2014, which can be asserted based on retrospective dynamics. Cluster analysis has allowed us to establish that less economically prosperous territories are characterized by a higher degree of distribution of small and medium-sized enterprises in the economy.
