A CONCEPTUAL APPROACH TO ENSURING THE ECONOMIC SUSTAINABILITY OF SINGLE-INDUSTRY MUNICIPALITIES (SINGLE-INDUSTRY TOWNS)

Abstract

Relevance. Single-industry municipalities (single-industry towns) face serious economic challenges associated with high dependence on a single city-forming enterprise or industry. Ensuring their economic sustainability requires economic diversification, increased competitiveness, and reduced dependence on a single source of income. The research is devoted to the development of a conceptual approach to solving these problems, which makes it extremely relevant in the conditions of the modern Russian economy. Goal. Development of a conceptual approach to ensuring the economic sustainability of single-industry municipalities (single-industry towns), including principles, strategies and tools for diversifying the economy, increasing competitiveness and reducing dependence on a single city-forming enterprise or industry. Methodology. The work uses an integrated approach that includes an analysis of the theoretical foundations of sustainable development of territories, a study of the characteristics of single-industry towns, as well as the development of specific principles and methods to achieve economic sustainability. Examples of successful application of the conceptual approach in Russian single-industry towns such as Tolyatti, Magnitogorsk and Norilsk were considered. Results and conclusions. The basic principles of a conceptual approach to ensuring the economic sustainability of single-industry towns were proposed, which include economic diversification, infrastructure development, support for human capital, innovation, and coordination of efforts at different levels of government. A conceptual approach scheme was also developed and examples of successful application of the proposed measures in Russian single-industry towns were given. The conceptual approach to ensuring the economic sustainability of single-industry towns is a complex and multifaceted process that requires coordination of efforts at different levels of government, public participation, and the use of a variety of support tools. The successful implementation of this approach can lead to significant positive changes in the life of single-industry towns, ensuring their sustainable development and improving the quality of life of the population.
