Abstract
Subject. Budget expenditures in the public procurement system, including for national security needs, can lead to situations where procurement participants try to use public resources for illegal enrichment by creating corruption schemes. Organization of control in this area is of paramount importance in the context of the Special Military Operation by the Russian Federation, since budget losses are underfunding of military purchases. Purpose. Study of the existing organization of control operations of contractual relations of the state defense order and development of measures aimed at improving the tools, methods and means of control, taking into account the specifics of public procurement for national defense needs. Methodology. Control in the public procurement system for national security needs should be based on research of existing approaches and methods, rely on existing domestic and foreign experience in successfully identifying and preventing the misuse of public finances. The article examines the methods and tools of interdepartmental control in the public procurement system, taking into account the specifics of procurement for national security needs. Results and conclusions. The possibilities of compliance control in the system of public procurement for the needs of national defense are studied. Measures aimed at improving the organization of control work at enterprises of the military-industrial complex based on compliance control in the system of state defense procurement are proposed.
