The relevance of the topic. The need to intensify the use of regional intellectual potential in the industrial development of territories. Goal. Creation of a complex of organizational and economic prerequisites for the development of the intellectual potential of the region. Methodology. Comparative analysis using statistical methods of studying the dynamics of intellectual resources of the region, using monographic surveys, groupings, analysis and synthesis of organizational factors in the development of intellectual potential. Results and conclusions. The conducted research has shown that in order to activate the use of the intellectual potential of the Voronezh Region, it is necessary to intensify the processes of formation of territorial innovation clusters, including in them: departments engaged in the integration of university science and production; structures that facilitate the diffusion of innovations in production sectors; services that conduct a policy of lobbying the interests of innovation developers in external and internal markets.
