Abstract

The relevance of the topic. The transition to an ecosystem model of scientific and technological development is a key condition for the formation of technological sovereignty of the Russian Federation. In modern conditions, it is the regions that are becoming carriers of technological competencies and technology transfer spaces. The strengthening of their role is associated with the transformation of the innovation system and the formation of geographically distributed ecosystems integrated into the national network of interactions. At the same time, a new industrial cycle is developing based on the integration of logistics, infrastructure and production facilities into a single industrial platform, which reduces transaction costs and accelerates investment processes. The purpose. The study is to identify mechanisms for the implementation of scientific and technological policy at the regional level and to substantiate the ecosystem model of development that forms regions as nodes of technological sovereignty. Methodology. The system, institutional and ecosystem approaches, methods of comparative analysis, assessment of innovation activity and network modeling are used. Results and conclusions. High rates are achieved in regions where ecosystems are based on the interaction of science, industry and development institutions. The coherence of policy instruments and the integration of infrastructure ensure the sustainable reproduction of critical technologies. The scope of application. The results can be used to improve regional policy mechanisms and develop ecosystem development strategies for the subjects of the Russian Federation.
