ARCTIC ZONE DEVELOPMENT STRATEGY — ASSESSMENT OF THE CURRENT STAGE AND PROSPECTS

Abstract

Relevance of the topic. In 2020, the Strategy for the Development of the Arctic Zone of Russia until 2035 was adopted. Due to the significance of the Arctic, in terms of the wealth of natural resources, the transport significance of the Northern Sea Route, ensuring the security of the northern borders of the country, the document is a set of strategic planning goals of particular importance for national security. Purpose. Assessment of the current stage and prospects of the Arctic zone development strategy. Methodology. Systems analysis, induction, tabulation comparison methods and visualization of study results. Results and conclusions. The Arctic is a key source of fuel resources for domestic needs and export operations, which determines its main specialization in mining. However, resource wealth is not limited to fuel, which indicates the prospects for diversification of the region's economy. One of the negative factors of development is a significant migration outflow of the population to regions with a more favorable climate, which is caused by both climatic factors and a reduction in the economic base of processing and extractive industries. The strategy aims to improve the quality of socio-economic indicators of the Arctic zone of Russia (a total of 14 target indicators) compared to the base period 2018—2019. with an intermediate stage period of 2025. The study is aimed at assessing the implementation of the objectives of the Arctic Zone Development Strategy in 2024. Analysis of the dynamics and prospects for the implementation of strategic planning goals was carried out. The results obtained demonstrate the need to reassess the target parameters of the Strategy, since with a high degree of probability it can be argued that most of them will not be achieved in modern political and economic conditions. Scope. Assessment of the effectiveness and adjustment of measures for the development of the economy of the Arctic zone and the overall implementation of its development strategy.
