METHODOLOGY FOR ASSESSING THE ECONOMIC SPECIALIZATION OF RUSSIAN REGIONS, TAKING INTO ACCOUNT THE IMPACT OF DIGITAL TRANSFORMATION

Abstract

The relevance of the topic. To ensure the sustainable socio-economic development of the regional economy in the context of digital transformation, today it is necessary to develop an effective methodological approach to assessing the economic specialization of Russian regions. The latter will make it possible to determine not only the economic potential, but also to identify the most promising strategic directions for the spatial and territorial development of the regions' economies. Goal. To investigate the most relevant and significant methodological provisions for assessing the economic specialization of Russian regions, as well as to propose the most adaptive and utilitarian calculation algorithm. Methodology. The following scientific approaches have been applied in the work: systemic, situational, substrate, logical, functional, normative, informational. The implementation of these approaches was based on the following methods: description, comparison, expert assessment, idealization, analysis, analogy, synthesis, formalization, generalization, concretization, abstraction, classification, graphic. Results and conclusions. Based on the results of the study, a list of the most relevant and promising methods for assessing the economic specialization of Russian regions was established, and an author's calculation algorithm was proposed, including five scientific approximations. The scope of application. Management of the regional economy at the national level and at the level of the subjects of the Russian Federation. The results of the research can also be useful for the educational sphere (as part of the training of specialists) and research organizations of the relevant profile (for the development of new competencies and the expansion of the subject area of knowledge).
