The relevance of transitioning from a linear to a circular consumption model is substantiated. Regional features hindering and facilitating the successful implementation of circular principles are highlighted. The necessity of forming an institutional and regulatory framework focused on long-term sustainable development is emphasized. Goal. The research aims to identify and systematize risks and opportunities associated with applying circular economy models in Russian regions, as well as to develop adaptation recommendations considering regional specifics and contemporary challenges. Methodology. The study employs a comprehensive approach, including analysis of Russian and international scientific literature, regulatory documents, and empirical data on circular practices implementation in Russian regions.
