Abstract

Modern globalization processes determine the significance of the solution to improve the competitiveness of the Russian economy and its agro-industrial complex (AIC), as the agroindustrial complex development in the decisive extent determines the status of the capacity and the level of food security of the country. In this connection, the focus is improving the instruments of state control of the economy, by means of which can be ensured by its decision. The allocation of state investment resources in the regions will allow to more efficiently and quickly achieve the goals of development of economy, increasing the investment attractiveness of the branches, regions and increase their competitiveness. Delegation of certain powers of the centre of regional authorities to more effectively carry out the operative control of the implementation of investment activities and coordinate the (correct) activities of relevant organizations. These circumstances determine the relevance and importance of the use of program-target method investment management as an instrument of state management of regional and sectoral development.
