MODERN PROBLEMS OF STATE REGULATION OF THE REAL ESTATE MARKET

Abstract

The relevance of the topic. Real estate plays a crucial role in the Russian economy as one of the most important and large sectors of the economy. However, over the past few years, a number of problems have arisen that strongly affect this market. The most serious problem is the oversupply of real estate against the background of mass departure from the country of owners who are forced to sell housing below the market price. The year 2022 turned out to be a challenge for representatives of the Russian segment of the real estate trade. Purchasing power has also decreased. This leads to a decrease in real estate prices and the appearance of unsold objects. Goal. Analysis of the optimization potential of the tools of state regulation of the real estate market. Methodology. To conduct the research, such methods as monographic, analysis and synthesis, direct observation, economic and statistical methods were used. Results and conclusions. Formation of conclusions and proposals on the directions of expansion of state regulation of the real estate market from the point of view of its rationalization. Currently, the real estate market in the Russian Federation is developing in a complicated way, and experts in their writings are trying to describe the totality of factors affecting this process. Smoothing fluctuations in residential real estate and stabilization in the market can be provided with effective tools of state regulation. In modern conditions, a phased, balanced and systematic transformation of the tools of state regulation of the real estate market is necessary, as well as the competent and effective use of these tools, which is inextricably linked with the purposeful policy of the state. State regulation of the residential real estate market is methodically unbalanced, since there is no clear algorithm for evaluating the effectiveness in general and in the context of individual factors. Moreover, there are no recommendations containing a list of criteria for the effectiveness of state measures to regulate this area. Scope of application. Making managerial decisions at the management level of construction enterprises under the auspices of public administration in the field of rational use of resources for housing construction.
