FORMATION OF NEW PRINCIPLES OF PUBLIC ADMINISTRATION IN MODERN RUSSIA

Abstract

Subject. The relevance of the topic devoted to the formation of new principles of public administration, the peculiarities of the political structure of the modern Russian state, is determined by the transformation at key stages of the development of the political structure of the Russian Federation, from the post-Soviet period to the constitutional reform of 2020. Goal. To analyze the stages of the formation of political governance, the formation of new principles of public administration at different stages of the development of the Russian state. Methodology. Such methods of scientific research as the comparative (comparative-historical) method as a way of knowing the essence of a historical phenomenon and process in their comparison, the historical (historical-logical) method of research in the construction of theoretical knowledge about complex historically developing objects, the method of analyzing sources and regulations are used. Results and conclusions. The article notes that at the initial stage, the development of the modern Russian state was marked by the predominance of the neoliberal model. But as the crisis of neoliberalism escalated, it became necessary to form new principles of public administration. The system of modern public administration, responding to the challenges of the global world, becomes more active and mobile through the inclusion of a wider range of actors, conditions and resources in this process. During the constitutional reform in 2020, a unified system of public power is being formed in the Russian Federation, which contributes to the growth of manageability both in the center and in the field, and the consolidation of society based on new values and social requirements. Scope of application. The results of the study can be used in the formation of regional development programs in the subjects of the federation, municipalities.
