Article purpose: theoretical justification of influence of the institutional environment on social and economic development of regions of the Russian Federation.Discussion: the problem of the institutional environment of social and economic systems as factor of their development is very debatable, as well as a problem of identification of institutes. In this regard there are at least three debatable problems: what represents institute in the system of the public relations in the region; what contents and structure of the institutional environment; what the role of the institutional environment as a factor of social and economic development of the region consists in. These problems were a discussion subject in the submitted article. Results : the institutional environment of the region - the system including element base and forms of communications. Element base of the institutional environment of the region: households; bodies of authority and management of regional level; local governments; large business; small business; non-profit organizations; budgetary organizations. Forms of communications of the institutional environment are presented by the formalized and unformalized rules of conduct. The institutional element base from the substantial party is diverse, values and the purposes of her subsystems are essentially irreducible to the uniform value and the purpose. For positive impact of the institutional environment on social and economic development of the region it is necessary to be guided not by unification of values and the purposes, and by their compatibility, complementarity within the uniform strategy of social and economic development of the region and instruments of her realization.
