The relevance of the topic. The importance of analyzing the organizational and economic relations arising in the process of transformation of supply chains and bilateral economic ties in the context of sanctions. A study of the transformation of priorities for the strategic development of territories due to sanctions restrictions. Goal. The purpose of the work is to identify trends in regional development in the context of international sanctions. Methodology. The theoretical and methodological basis of the study was made up of general scientific methods of cognition, as well as publications by domestic and foreign scientists devoted to the problems of socio-economic development in conditions of instability of external economic conditions. Results and conclusions. Despite the unprecedented sanctions restrictions and prohibitions that Russia has been experiencing since the beginning of its war, export-import relations, of course, have not stopped, but have gradually been reformatted. These circumstances initiated the process of transformation of supply chains and bilateral economic ties. New formats of interaction have emerged, in particular, parallel imports, and there has also been a reorientation of foreign trade relations, mainly to the East. The conducted research indicates that, despite the aggressive sanctions policy manifested by unfriendly states, Russia has not lost its significant position in the foreign political and trade arena. By actively moving towards preserving its independence, self-identity, and territorial integrity, Russia is strengthening its position as one of the leading powers in the formation of a multipolar world. The most important direction of the development of Russian regions is the improvement of information and digital technologies. The reorientation to its own high-tech production will eventually replace imported analogues and create new export directions for Russia. The scope of application. The results of the study can be used in the process of developing and implementing regional development strategies.

They wereexpressed in the restriction of freedom of movement of capital, increased competition. Features of the development of the banking system and its role in the Russian economy are determined by the state of the regional banking market. The development of the banking system plays an important role in ensuring the stability of the functioning of the regional economies. The development, maintenance and improvement of the level of development of regional banks is an important aspect that characterizes the level of development of the national banking system as a whole. The study is devoted to the analysis of regions in terms of the potential development of the banking business. The dynamics and volumes of loans and deposits in the regions were assessed. Trends have been identified that determine the development path of the banking sector: an unstable external environment, the active introduction of digital technologies, negative demographic dynamics, and rapidly changing business conditions. A modern banking business will be competitive if it abandons excess profits and is flexible to new business conditions.

The determining factor for sustainable economic growth is ensuring timely and sufficient investment resources. It is important for the region that such sources can be used on a longterm basis. It is also important that they are aimed not only at maintaining existing technologies and industries, but also contribute to the formation of industries of a new technological structure, digitalization. Official statistics indicate a disproportion in the socioeconomic development of Russia’s regions. Disproportions are aggravated by both heterogeneity in natural geographical and demographic parameters, and uneven regional investment space. In this regard, the analysis of the current dynamics of investments in the region and the study of their growth opportunities are of theoretical and practical interest. The article assesses the dynamics of investment support in the Kursk region, identifies trends that have led to changes in the structure of investment financing sources, as well as in the sectoral focus of investments. The problems that impede the flow of investment into the region were identified and measures to intensify work with investors were proposed.

One of the most important decisions of the current stage of development of the Russian economy is the process of restoring liquidity and solvency of the economy as a whole and its individual elements, especially the banking sector. The liquidity of the commercial Bank ensures uninterrupted sup- ply of financial flows to all branches of the national economy, forms the most significant macroeconomic indicators, increases the financial investments of customers, while meeting the demand for lending and the interests of the Bank’s shareholders, providing certain guarantees directly for the Bank itself. The level of liquidity of the banking sector of the Russian Federation is estimated on the basis of the analysis of the main factors affecting it: changes in cash in circulation in the Russian Federation indicate the frequency of seasonal fluctuations; the levels of cash balances on the government’s accounts are characterized by negative and positive peaks. To assess the liquidity of the banking sector studied and analyzed the following relative indicators: instant, current and long-term liquid- ity. These indicators objectively show the effectiveness of operations and activities of the banking sector. To assess the economic development of the region, the liquidity of the regional commercial Bank PJSC «Kurskprombank» was assessed. The analysis revealed that the banking system in the Russian Federation as a whole, and in the regions in particular, is sufficiently reliable and robust.

The author revealed a decrease in innovation activity in the region after 2015. This may be due to the impact of negative macroeconomic trends. The article contains the results of the forecast of the dynamics of innovation activity in the region for a number of characteristics (costs for technological innovation of small enterprises, the share of innovation products, works, and services in the total volume of shipped goods, work performed, services, and the share of organizations implementing technologi- cal innovations in the total number of organizations). Conclusions are drawn on the need to carry out activities to enhance innovation in the region.
